Mapp Seeks Bigger Bang For Defence Buck

In taking a fresh look at how NZ manages its defence force the Govt has to again confront the problem of how to do more with less. Defence Minister Wayne Mapp says Defence capabilities have been run down and key elements (the Hercules and Orions as well as the two frigates) reach their use-by date in 2020. Mapp thinks the previous Govt over-spent on the 105 light armoured vehicles which cost $700m. Only 70 are needed, and the rest might be off-loaded (though critics say they would have to be sold at a heavy loss).

Mapp has signalled the possibility of selling and leasing back some defence buildings to help rebuild ageing and not-fit-for-purpose infrastructure. Another concept for study is voluntary national service, perhaps through the Aust model of a gap year where incentives might include drawing down student loans. The defence review will be led by Defence Secretary John McKinnon and there will be an expert advisory panel consisting of retiring MFAT Secretary Simon Murdoch, Martyn Dunn, head of Customs and formerly commander Joint Forces NZ, and Rob Mcleod, managing partner of Ernst & Young.
